The Human Resources (HR) Regulatory Compliance Manager shall ensure the Organization maintains compliance with federal, state, and local employment laws, to include federal contracting compliance requirements, and ancillary legislation, while serving as a business partner to key operating executives.


Essential Duties and Accountabilities  

1.      Maintain knowledge of new and existing labor laws; ensure organizational compliance with federal, state, and local employment regulations, to include, but not limited to: ADA, ADEA, COBRA, Equal Pay Act, E-Verify, FMLA, IRCA, OSHA, Title VII, USERRA, and VEVRAA;

2.      Ensure corporate Equal Employment Opportunity (EEO) practices are implemented and in compliance with current legislation and ensure continued compliance with EEO-related recordkeeping and reporting requirements;

3.      Maintain awareness of the Office of Federal Contract Compliance Programs (OFCCP) initiatives and directives; take ownership of the organization’s Affirmative Action Plan and reporting requirements;

4.      Ensure compliance with all HR, labor law, and employment-related federal contracting reporting requirements, as required, to include but not limited to: EEO-1 and VETS-100.  

5.      Provide employee relations training to Executive Staff, Managers and Leadership to ensure coaching, counseling, and disciplinary actions are executed in accordance with labor laws and regulations; leads organizational efforts to develop training programs that support product realization, professional development, compliance with industry-related regulations, and continuous improvement;

6.      Propose, develop, update, and ensure compliance with corporate HR polices, to include ensuring compliance with regulatory required workplace signage throughout facilities;

7.      Lead the development and sustainment of standardized job descriptions for the organization that support EEO and AAP policies and initiatives to ensure accurate reflection of essential duties and job qualifications.

8.      Lead and develop organizational standardized recruitment processes to ensure selection processes are implemented in compliance with EEO and AAP policies and initiatives.

9.      Facilitate the organization’s performance management process to ensure that employee performance is properly and fairy assessed, opportunities for internal growth are recognized, supplemental training needs are identified, succession gaps are addressed, and improvement plans are developed for deficiencies noted while maintaining compliance with employment labor laws and EEO & AAP initiatives;

10.  Serve as key advisor on compensation policies and structure to ensure the organization remains competitive within its marketplace and industry as well as ensuring equity and compliance with employment labor laws;

11.  Provide support for internal and third-party audits, regulatory reviews, litigation and hearings, and U.S. Government data collection efforts, as required;

12.  Support compliance efforts within the organization for regulatory requirements related to, but not limited to, the Defense Industrial Base (DIB), Federal Acquisition Regulations (FAR), International Traffic in Arms Regulations (ITAR), Occupational Safety and Health Administration (OSHA), and Office of Workers' Compensation Programs (OWCP).

13.  Lead or support special projects initiated by the organization, as required; and

14.  Perform other related duties as required and assigned.

Trilingual is a positive in Spanish and/or Creole.

Management:  Supports and guides organizational leaders on matters related to regulatory compliance.  Develops, automates, and streamlines data collection and reporting for all statistical reporting for regulatory purposes using personal skills and systems.



§  Bachelor’s Degree required. Human Resources or Business Administration preferred.  

§  Minimum 8 years of Human Resources experience to include 3-5 years in an HR management role.

§  This position requires use of and access to information that is subject to the International Traffic in Arms Regulations (ITAR). Accordingly, all HR Regulatory Compliance Managers must be U.S. persons within the meaning of ITAR.

This position also requires eligibility for a U.S. Government security clearance.

§  Must be fluent in the English and Spanish languages in both written and oral form. Trilingual in Creole is a plus.

§  Must be experienced in employment-related regulatory reporting, data collection, and auditing requirements.

§  Ability to travel to organizational operations both CONUS and OCONUS; up to 30%.

§  HR Certification preferred.

§  Experience with AAP required; experience with OFCCP preferred.

§  Experience with E-Verify preferred.

§  Ability to communicate effectively with diverse populations.

§  Proficient in Microsoft Office Software including each of Word, Excel and Power Point.

§  Ability to work under minimum supervision.

§  Must be able to maintain a high level of confidentiality.

§  Experience with HR management in a manufacturing environment preferred.

§  Experience in automation of records management preferred.

Physical Demands and Working Conditions

  • Requires sitting or standing for a prolonged period of time.
  • Requires dexterity and coordination to handle files, boxes and materials.
  • Requires minimum reaching for items above and below desk level.
  • Requires strength, coordination and vision to use keyboard and video display for prolonged periods.

§  Requires walking 400 feet or further, crossing streets unassisted, requires bending, stooping, pushing, pulling, and lifting up to 25 lbs. unassisted from time to time.

§  Requires repetitive movements with fingers, hands, wrist, and arms.
