Job Description


The DoD Contract Manager is responsible for life-of-the-contract-related activities ranging from the Request for Proposal phase through post-delivery and contract close-out activities. This position is responsible for RFP review, proposal drafting, leading and coordinating organizational teams for incorporation into the proposal.  In the addition, this role will have oversight over tracking of outstanding and upcoming proposals, contract awards, and performance and compliance throughout the life cycle of the program. 


·        Work with the DoD Contract Capture Team;

·        Read, review, interpret and respond to Requests for Proposals and Quotes (RFP) from US Government DoD Partners (Customer);

·        Access USG databases such as the System for Award Management (SAM), Wide Area Workflow (WAWF), and the DLA Internet Bid Board System (DIBSS) to attain RFP, contract award, and performance information;

·        Support RFPs to include full review of the RFP to provide guidance to the business team on the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation System (DFARS), or other clause impacts, identifying any contractual risks, and writing questions or assumptions to clarify those risks;

·        Proposal preparation, including drafting proposal, leading teams by coordinating all operational functions and respective responses that address specific RFP requirements;

·        Review proposal documents for compliance with solicitation instructions, complete Representations and Certifications, and inclusions of contractual risk mitigation language. Inform leadership of any contractual concerns in the proposal and provide recommendations for revisions;

·        Ability to research and communicate requirements for compliance with FAR, DFAR , State or Local requirements, and other regulatory requirements, as applicable, to provide compliance guidance to the business team;

·        Ensure business team and Organization has implemented business practices to comply with FAR, DFAR, and other regulatory requirements in RFP and subsequent contract awards; communicate with business team potential lapses of noncompliance;

·        Ensure completeness and accuracy of responses prior to submission to the Customer;

·        Responsible for managing contract award reviews and confirmations, reviewing agreement amendments/modification, incorporating changes, and communicating such changes and acknowledgments to the business team and Customer;

·        Prepare, redline, negotiate, and finalize NDAs and TAs consistent with company policies;

·        Interface and interact with various Government Constituencies, including contracting officers, contracting officer technical representatives, and DCAA & DCMA representatives;

·        Manage relationship with the Customer Contracting Officer/Subcontract Administrator to resolve proposal or contract questions and discuss contract modifications;

·        Track and ensure Company compliance throughout the term of the contract.......       

·        Other duties will be assigned to meet business needs.

·       U.S Citizenship is required as this position requires use of and access to information which is subject to the International Traffic in Arms Regulations (ITAR) and also requires that the Contract Administrator be eligible for a U.S. government security clearance.

·        Ability to work under pressure, on very tight deadlines with organizational teams who have conflicting priorities.

·        Ability to work with all levels of the organization from clerks to VPs and the CEO.

·        Ensure responses are captured timely, and incorporated in an easy to understand response.

·     5+ years of relevant experience with DoD contract administration including knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS) required. 

·        Experience with various DoD contract types preferred, to include Firm Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF).

     · Demonstrated experience in critical thinking, analysis and problem solving.

·        Experience with ISO 9001:2015 certified system preferable

·        Experience with AS9100

·        Proficient in Microsoft Office Suite and SharePoint

·        Proficient in research and analysis of FAR, DFAR, NISPOM, and other applicable regulations.

·        Excellent verbal/written communication skills

·        Strong interpersonal skills for building strong customer relationships and working with all levels of management

·        Possess analytical and independent problem-solving skills

·        Ability to manage multiple competing priorities
